Polizei, Sicherheit und Überwachung in Japan: Wo auch Polizist*innen „characters“ sind. Hakone, Kyoto, Osaka | JP · 2025 (© PP · # 3507 · www.ewigesarchiv.at) Ich bin immer sehr skeptisch – insbesondere auch mir gegenüber – wenn jemand, der wenige Tage in einem „fremden“ Land verbracht hat, irgendwelche pauschale Feststellungen und „Truisms“ über dieses von sich gibt. Darum halte ich mich an meist kleine, unscheinbare Beobachtungen und versuche, sie nicht großartig zu interpretieren.

Bezeichne ich „Roboter“ mit der Beschriftung „SECURITY”, den ich auf der EXPO Osaka 2025 (gr. Foto li.) herumrollen und im Bahnhof Kyoto an einer Aufladestation stehen sah, als Mittel zur Erhöhung der Sicherheit der Passant*innen oder als Instrument der Überwachung? Vermutlich sind beide Begriffe passend. Der obere schwarze Ring mit den drei herausragenden Elementen dreht sich permanent, es gibt einen Notfall-Button, mit dem man das Objekt möglicherweise ausschalten kann und einen Intercom-Button, mit dem wohl um Hilfe gerufen werden bzw. eine Sprechverbindung hergestellt werden kann. Sicherlich jedenfalls werden Umgebung und Personen gescannt, mit Kameras aufgezeichnet, Audio aufgenommen. In einem Notfall werden vermutlich Anweisungen durchgegeben. Alles (m)eine Vermutung.

Hakone, Kyoto, Osaka | JP · 2025 (© PP · # 3507 · www.ewigesarchiv.at) I am always very sceptical – especially towards myself – when someone who has spent only a few days in a ‘foreign’ country makes sweeping statements and ‘truisms’ about it. That’s why I stick to mostly small, inconspicuous observations and try not to interpret them too much.

Do I describe the ‘robots’ labelled ‘SECURITY’ that I saw rolling around at EXPO Osaka 2025 (large photo on the left) and standing at a charging station at Kyoto Station as a means of increasing the safety of passers-by or as an instrument of surveillance? Probably both terms are appropriate. The upper black ring with the three protruding elements rotates continuously, there is an emergency button that can possibly be used to switch off the object, and an intercom button that can probably be used to call for help or establish a voice connection. In any case, the surroundings and people are certainly scanned, recorded with cameras and audio recorded. In an emergency, instructions are presumably given. All of this is just my guess.
